Cannot get the recoil starter pawls to engage after replacing cover it attaches to (the original cover's tabs broke off). This is a B&S 11.5 HP motor that is on a TroyBilt CS4325 (24A-424E066). The pawls only show slight wear and when I pull the recoil starter rope with it off the machine they extend and then pop back in as it retracts. When attached to the machine, the rope pulls out and stays out, it doesn't retract. The spring is strong and seems to be working as designed.

Hi Don, thank you for your question! Based on the description that you have provided, the issue is with the recoil pulley. The pulley houses the pull rope and the recoil spring. But, the pulley is not sold separately, you may need to replace the recoil starter assembly, part number PS9174313, to fix the issue. We hope this solves your problem!
